Work Offline is best manually managed by the user, 
see the various problem-descriptions in forums.

Please, change the default to
pref("network.manage-offline-status", false);

We don't suffer from Firefox's problem because we handle it differently - We also have the added complication of supporting mailnews which has a separate offline manager - if fact there is a separate bug to port Thunderbirds "centralize offline" bug to SeaMonkey.
