Details

It would be neat if I could type about:privacy to get to the Understanding 
Privacy page instead of digging around in the menus.  The menu item could then 
be modified to point to about:privacy instead of 
chrome://communicator/locale/wallet/privacy.html.

Sounds like a good idea to me.
See bug 55659 for discussion about refactoring code that makes about:, 
about:mozilla, and about:credits work.
I don't think, <about:private> is such a good idea. We cannot give every doc
which which ships with the browser its own URL. chrome: is just fine for that
IMO. Maybe we can have somethine else, once we have more end-user docs in
Mozilla, but I don't think, all them will be directly under about:. IMO, this
would just be polluting the (private) navespace.
OTOH, <about:>, <about:license> and <about:credits> have a key (legal) role in
the product. <about:welcome> makes a lot of sense to me, too, because the user
is supposed to visit that URL frquently (assuming the product makes use of it).
The privacy doc is something you read only once, usually.
Adding a help system to Mozilla (end-user docs) is bug 67376.

Create a bookmark for chrome://communicator/locale/wallet/privacy.html
Then go to bookmark properties and set the keyword to 
about:privacy

Now if you type about:privacy in the location bar mozilla will automagically
follow your link.  



Interesting idea, but not good for distribution, because default bookmarks are
only used for new profiles and will probably be deleted by the user (to make
room for his own onws).
