I'm the wrong person to ask; get the opinion of the localization guys, since they're the ones that would use it.
We badly need this, but not for launch (we don't have one right now). Also not necessary in a RSS (I prefer a dashboard, though it can embed the RSS feed). 

Once you have started translating a few pages, the biggest need is not to translate more pages, but to keep translated pages up-to-date.

But in August it would be a need.
Let's see if I can do something about this bug

Am I right in assuming this would be most useful if filtered by locale?

i.e. Follow the /fr/ feed, and only see French-locale articles with newer-than English translation parents?

fix bug 671717: Feed of documents with updated translation parents

* New feed that lists documents in the current locale whose translation
  parent has been modified since the translation was last modified. (ie.
  The translations need updating)

* Test for the new feed.

* Auto-discovery link for the new feed in /docs/all page header

* Report document modified date in feeds, rather than current revision

* Bump default MAX_FEED_ITEMS up to 100
