If you load this page, the headings are all off the right edge of the page
(their left edges are clipped). I'm using the release build.

I fixed most of this bug, but not 100%. In particular, the body margins are now
correct and consequently the negative margins of the headings works properly.
However, because the headings stick outside the body they don't always get
damaged repaired properly.
Setting all current Open/Normal to M4.

I checked in fixes last night that handle the last unresolved layout issue on
the page (the margins had been fixed a while ago). There was a vertical
alignment issue with "vertical-align: top" which is used for the "NEW" and
"UPDATED" text on the page.
