email settings disappeared

Details
Using the latest version from CVS, the settings for editing your own email preferences have disappeared. It looks like they're still present when I do a View->Source, but the are not rendered. Everything else appears as expected. Netscape 4.76, Debian Linux. Looks like it's broken after: <H3>Email settings</H3><FORM METHOD="POST"><TABLE> Is an ACTION required?

ACTION shouldn't be (and certainly not for display). This WFM w/Netscape 4.75 on RedHat 7.0. (Just pulled from CVS). Have you tried it w/different browsers?

This ended up getting fixed on a reopen of bug 17464. *** This bug has been marked as a duplicate of 17464 ***
