Details

NoCeM is a popular method of avoiding USENET spam. It is less vulnerable to abuse than third-party cancellation, due to its use of digital signatures and its completely voluntary nature. Confirming feature request. This requires a PGP signature verifier, does it not? If so, this bug probably depends on bug 22687.

Yes, NoCeM requires digital signatures to prevent spoofed notices. So it would be dependent on a working verifier.
