This is an installer problem only -- bits that you build yourself work fine.

When checking in the new files for bug 46783, I forgot to put cookie.xpt in the 
packages file.  Furthermore, cookieviewer.xpt no longer exists so it should be 
removed from the two package files that it is in currently.

Attaching patch with that fix.
I'm not Steve's manager, but I'm taking the initiative to nsbeta1+ this anyway.
