found using 2001.04.12.xx comm bits on linux, winnt and mac.

1. bring up the Open Web Location dialog [File > Open Web Location, or
accel+shift+L].
2. click the Choose File button to bring up the filepicker.

result: filepicker doesn't appear. [no console output, alas].

btw, File > Open File [or, accel+O] does work at least --as does clicking Choose
File in the Composer > New Page Settings pref panel.

Well...they're not really dups, if this bug regresses we can't reopen that one. 
Leaving this open since they track separate issues.

This fix is an easy one-liner, but unfortunately it didn't make it into 0.9 
because hewitt's autocomplete landing was pushed back (he was going to check it 
in with it).  Asa, the fix has been reviewed and superreviewed in bug 38865.
