[RFE] Reload & Shift-Reload should error; then show cached page.

Details
We've had some DNS problems this morning, and some attempts to load external pages failed the first time. Now, when I try to reload those pages (without quitting and restarting Mozilla), I still get old copies of the page, even with a shift-reload. 4.x now loads a newer version of the page just fine. 2 problems: 1. We need a dialog in these situations that says 'Cannot fetch a current version of the page from the network; a cached copy will be loaded instead'. 2. Why is Mozilla not able to fetch the current version of the page, now that it's available?
this is strange. I do know that between me, darin and gordon we have a bug about not displaying stuff from the cache if network if down. cc'ing darin
This is a Request For Enhancement and a potential bug. Neither seem related to the Cache Service.

[RFE] is deprecated in favor of severity: enhancement. They have the same meaning.
