76957 - textfield are un-editable after focus changes

While trying out a test case in bug 76937, I found that textfields can become 
"locked" without the locked visual cues.

1. Open prefs window (Edit|Preferences)
2. Select mai/news pane
3. play with textfield, should work
4. focus to reset button.
5. Textfield still works.

6. choose another pane, e.g. navigator.  Textfields don't work anymore.

Going to other panes, where text fields work, and playing with the focus, 
switching panes, and coming back seems to trigger this.

The proxy page never seems to be affected however.

if you think this particular bug is *not* a duplicate, please provide a
compelling reason, as well as check a recent *trunk* build (on the appropriate
platform[s]), before reopening.
