Text in form elements doesn't hide behind block elements
with "position:fixed".

These buttons and textarea hide behind the green block, but text in
textfield and textarea are displayed on the green block.

If the green block has "z-index:1", the text hides behind it.

The testcases are now rendering the same, but the form is rendering below the
block, which would seem to make sense...INVALID?

This is not invalid.  To see the bug, you must scroll the page down so that the 
form elements go "underneath" the fixed positioned element.

I confirm the problem.  The content of text edit fields appear on top of the 
background of the fixed positioned element unless the z-index is set.
