Windows-949 to Unicode converter is very important for Korean users
because in Korean MS-Windows where Windows-949 is used, most users
are liable to violate Korean mail/news standard by unintentionally entering
characters outside the repertoire of KS X 1001. By converting Windows-949
to Unicode, which in turn can be converted to EUC-KR(by the converter already
implemented which also supports 8byte seq. representation of 88xx Hangul
syllables) before sending out mail/news to the outside world(when user-selected
encoding/MIME charset is EUC-KR), Mozilla prevents users from producing
mail/news messages/articles in Windows-949 but labelled as in EUC-KR.

  Another area where this is very useful is displaying html documents generated
under
Korean MS-Windows (supposedly in EUC-KR but actually in WIndows-949) in
Unix/Linux and MacOS with fonts with limited char. repertoire(i.e. 2350 only).
Along with Unicode->EUC-KR converter(that supports 8byte seq. rep.),
this converter will enable Mozilla to render Hangul syllables outside
KS X 1001 repertoire in Unix/Linux and MacOS.

Can you tell me where I can get 'fromu' used to create Mapping array?
Then, I'll take care of this converter.
I made converters for CP949 (I used the mime name
x-windows-949 for this) both to and from Unicode. 
It works fine and I'll upload my patch after cleaning it up
and making it aligned with recent changes in intl/uconv directory.
