outliner scroll bar "disappears" in 3 stages the scroll bar will show up instantly (if I shrink the thread pane) but it disappear in 3 stages (if I grow the thread pane.)

You have to be resizing pretty slowly to see this, right? -> Future.

Is there any special reason why scrollbar is not part of outliner-bodybox ? It works ok when scrollbar is part of it.
Could it be that bug 93101 is caused by this? There, the focus area around the outliner is initially too small as if the outliner thinks there is a scroll bar but there isn't. Later if you resize the window, the focus area grows to the correct size.
