81316 - Offline: No error, can't OK new folder (IMAP) when offline (disable it?)

Using may16 commercial trunk build

When attempting to create a new folder for an IMAP account while in offline
state, you are able to launch New Folder, select parent, and type in name but
then get no feedback when clicking OK. OK just doesn't work, can Cancel.

If we're not going to support creating folders when offline for IMAP accounts,
shouldn't we disable New Folder or give some feedback?

Note: enabled and OK works, creates folder for POP/local accounts.

Double-checked spec and we left folder creation offline as an open issue.

I read in a different bug that Rename, New and Delete Folder menu items would be 
disabled when offline.

The bug Jennifer is referring to is bug 81321
Since 'create folder' is mentioned in that bug
do we mark this one as dupe of 81321?

yes, let's make this a dup.  When we enable it again we should make sure this 
works and if it doesn't we can reopen or file a new bug.
