The code nsBidiUtilsImp::Conv_FE_06_WithReverse is currently #ifdef 
FULL_ARABIC_SHAPING out because the code is not fully reviewed.
I think we should treat these cases individually because ArabicShaping 
definitely will be called more frequent than this one.

Currently the code is called by nsCopySupport::HTMLCopy for the case of bidi 
system

I don't see any problem with this function right now, except we need to fix the 
nsString API changes. 

I think we should remove the #ifdef FULL_ARABIC_SHAPING after we fix the 
nsString API stuff.
