After exporting a PKCS#12 file, PSM keeps the file open, so it's not possible to delete, move rename the file until you quit Netscape.

I can't reproduce this on WinNT, though I agree that it is a bug. Upcoming is a patch to close the file.
I think you'll only see these types of file-locking problems on windows. On unix you can generally move files even when they are open, so you won't see it.
