83765 - Right-clicking inactive FWD/BACK buttons produces small, empty context menu

Behavior:
When right-clicking an inactive forward or backward button, a small,
approximately 4 by 6 pixel context menu appears.

Expected:
No menu generated on inactive buttons.

Right-Click "Reload" button, the button icon response like Left-click (push down
and then up again) but no action.

Expected: No change on the icon at all.

If you're saying right clicking the reload button causes it to depress but do
nothing, I believe that's how it's supposed to function.  If you right click any
other menu button, it also depresses, but only pops up a context menu if there
is one.

Confirmed again on build 2001-06-26-11, Win98.

Changing summary in hopes of aiding the bug squashing.  I also believe OS should
be changed to all as there's no Win/All.  But I will wait until more people
verify it before I do so.

Can someone please verify and mark as NEW or ASSIGNED?

yes this is small but annoying bug. It makes the ui looks broken. Changing
component and reassigning

if there's nothing to show, the onCreate handler shouldn't show the popup.

The fact that empty context menus are very small is bug 33723.  But I agree 
with this bug, right-clicking a dual menubutton with no options under it should 
not create a menu.
