85949 - [RFE] add anchors to bug comments

Summary: Add unique anchors to each comment. Expose the anchor as a link for
quick copy link location.

Value: This would improve the usability of Bugzilla and showbug.cgi
specifically.  It would give users the ability to reference particular comments
in other comments or in email, newsgroups, etc.  It would aid the creation of
documentation (release notes, test cases, code docs, etc). 

Possible Implementations:  Use some combination of bug number username and
datestamp as the anchor name or use some other value.   Make the word "Comments"
a link or make the date a link or don't expose the anchor as a link at all (my
least favorite) and  make the user view source to get the anchorname.

safe in bugzilla operation... :-(
