I have 15 items on my personal toolbar, and one day I started Mozilla and they were in a completely different order. Now when I try to drag them to their correct places (without the bookmark manager, which isn't working for me either), they go to a random place (usually the end). Occasionally I crash too. I'll attach my bookmarks file.

Forgot to mention... using today's commercial branch bits. Build id is 20010706.
It appears that when a group of bookmarks is dragged and dropped at once its order is exactly reversed.
Chad, are you still seeing this? Blake Ross made some big changes to the Personal toolbar a while ago, and this may have been fixed. ajfeldman, I think you're talking about the same issue in bug 85469, which is unrelated to this bug. This bug is talking about reordering bookmarks on the Personal Toolbar without using the Manage Bookmark Window. Changing Component to Bookmarks.
Component: Browser-General → Bookmarks
I'm not seeing this on my Mozilla 0.9.3 build... But it's not the same setup as I had at work (Commercial 0.9.2 builds), so I can't really verify that it's been fixed.
So what should we do with this bug, if you can no longer dupe it, or confirm that it has been fixed?
Since I seem to be the only one who has seen it, let's do the resolved/fixed thing. :) If anyone else sees it, please reopen.
