With the dynamic toolbar enabled, and a page that's too short to enable it, I'm seeing background-attachment: fixed elements placed under the toolbar. The attached testcase has a button that lets you toggle between a short and long page, and a background (gradient) attached to the top of the page. When the page is empty (i.e. too short for the dynamic toolbar) the background is only partially shown. When its filled (i.e. long) the background is correctly positioned and pans correctly.
