This can be fixed later. I remember I purposely deleted this function, and I
need to go back and remember why.

If CMS needs it, we need to fix it for 3.1.1.

Apparently this is only used for Migration. CMS no longer supports migration
from CertServer 1.x, so they don't need this. Marking WONTFIX.
