XPInstall doesn't appear to check the "enabled" pref before starting an install. This is really bad considering the lack of security otherwise. And the default should be DISabled until the security issues are addressed

If xpinstall.enabled is set to false then no trigger methods will work or return information. Actual triggers will return false, GetVersionInfo (if we had implemented it) would return a null, and CompareVersion compares everything as EQUAL.
Build 1999-10-18-09-M11(WIN), 1999-10-18-12-M11(MAC), 1999-10-18-08-M11(LINUX) xpinstall.enabled set to false does disable triggering. Marking Verified!
