Details

Windows that are opened that do not show the location bar still show the border
around the location bar in the modern theme, in commercial builds this also
includes the keyword dropdown. 

The fix is to move the chromeclass-location class from the inner urlbar box to
the outer.
alright it's a bit more complicated than that. If I do that, the throbber moves
over to the left. I'll have to patch the skin and the comm. tree separately.
