Build 2001080110, Win98SE. In NS4.x pressing the "attach" button allows choosing between attaching a file and attaching a webpage. I believe Mozilla should mimic this behavior. Perhaps a quick press and release would default to attaching a file, while press and hold would bring up a menu to also allow attaching a web page. In addition, right-clicking on the attachment pane could also allow selecting either option.
Confirming reporter's behaviour for linux 2001082908 compared with unix mail composer from 4.7* series. The menu is likely the desired behaviour.

It's not in the UI-specifications at http://www.mozilla.org/mailnews/specs/compose/#Attachments . There's however a menu (under File) that does the same thing, just not a context menu.

Actually, it's in the context menu on the attachment pane, now (i.e. Moz 1.6, if not earlier). Bill Shepard, is the current UI sufficient for you? If so, please mark this bug Resolved|WorksForMe.
This is an improvement, but in my experience beginning users don't use the context menu. I still believe the Attach button should mimic other buttons which present several options, and offer to attach either a file or a web page.
Well, the Attach toolbar button has a dropdown menu with Web Page as one of the available choices. It's not reasonable to ask for a menu to pop up with a single left-click on a toolbar button; those buttons are designed to perform a specific, default function on a single click; this button's default function is Attach File, which is by far the most common attachment requested.
Oh, my theme didn't show that. Changing to default theme brought up the small arrow on the Attach button, I'm happy with that. Changing to Worksforme.
