Whine if account being used is inactive or disabled.

Details
If as account is inactive (say hasn't been used for 3 months) or disabled, we
should whine if it is being used.
If it is being used as the QA for a bug, we should whine to the default QA,
unless it is the default QA, where we should not whine at all.
If it is being used as the assignee for a bug, we should whine to the default
assignee, unless it is the default assignee, where we should not whine at all.
If it is being used as the default QA or assignee for a component, we should
whine to the administrator (or everyone who has permissions to edit the
component if that's different (?) ).

Bugzilla 2.20 feature set is now frozen as of 15 Sept 2004. Anything flagged
enhancement that hasn't already landed is being pushed out. If this bug is
otherwise ready to land, we'll handle it on a case-by-case basis, please set the
blocking2.20 flag to '?' if you think it qualifies.

Now that bug 185090 has landed, this becomes more like a search issue.
Similar issue in my company with Whine sending emails to disabled users... &
Email administrators getting bouced emails everyday from bugzilla..
Temporily resolved the problem by adding the below to the SQL Query to
whineatnews.pl
and disabledtext = ""

The trunk is now frozen to prepare Bugzilla 2.22. Enhancement bugs are retargetted to 2.24.

We are freezing the code for 3.0 in two weeks and we don't expect this bug to be fixed on time.

Disabling a user also disables their bugmail in the current trunk.
It seems like this request is for an administrative whine that notifies admins ala the queries mentioned at http://www.bugzilla.org/docs/queries.html
Would this be more appropriate as a new "whineatmaintainer" script?

By default only, i.e. when you enter text in the "disable text" field, the "disable bugmail" checkbox is checked by default. But the admin is free to uncheck it to still get bugmails for disabled accounts.

I really don't think another script is needed. It's fine to send bugmails to disabled accounts.
