Schalk just set up fjord locally to do some hacking and hit two big issues:

1. Running the tests requires some extra steps. This is covered in the testing chapter, but we should pull it into the hacking howto so it's in one place.

2. Fjord requires Elasticsearch. Elasticsearch setup is covered as an "advanced topic" in a separate chapter. That should get folded into the hacking howto, too.
This requires a pass on the docs. Grabbing it to make sure it gets done asap since it affects all new contributors.
