FTP-Logins should not be modal

Steps to reproduce:
- Visist a Website which links a FTP server
- Open a link in the background
What happens:
- a modal login dialog opens
- firefox switches to the FTP-Server tab
What should happen
- non-modal login dialog in the background tab

I suspect it's the same code in necko doing these dialogs so a fix for bug 613785 ought to fix this. At the very least whoever works on that should take this one into account while doing it so the work can be reused..
