make nsISignatureVerifier provide MD4 and DES hash algorithms.

this is required inorder to implement support for NTLM proxy authentication.
see bug 23679.

Kai, when you done with your current crunch, can you take a look at this.  Bug
23679 has attachments for an MD4 implementation.  We need to determine what
would be the best way to provide this functionality with the understanding that
we're adding weak crypto to the product. We may decide that we can include weak
crypto code in the PSM component, unless there's a good way to segregate the MD4
code.
