I have managed to reproduce the issue using Fx 67.0a1 buildID: 20190204092937.

The issue is verified fixed using Fx 66.0b7 and latest Fx  67.0a1 (buildID: 20190212195904). After unchecking the "Always use private browsing mode" the user receives the prompt to restart the browser.
