In Fx 68 we will enable the new about:debugging by default Bug 1518469. We should be able to delete the codebase for the old about:debugging when Fx 69 cycle starts. 

We should:
- delete the old about:debugging
- delete the preference to switch between old and new about:debugging
- remove the about:debugging-new nightly-only URL
- update all links that currently point to old about:debugging URLs:
