Let's go with opening in a "related tab" for both cases. In both cases, the user will be on the current tab before opening the protection report. Thanks!

Here's my thinking:

When accessed via the application menu - open in a 'regular tab'
When accessed from any Protection Report links on pages open in a 'related tab'
