[Protections Panel] Should Protections Report open in a related tab or a regular tab?

When visiting the privacy panel and clicking "Show Full Report", the Protections Report opens at the end of the tab bar, which is quite far from the tab I'm actually working on. This may be the case for users with multiple tabs open.
I wonder if it should be a "related tab" so that the Protections Report opens in a tab right next to original tab instead of at the end of the tab bar.
However, we also have access to the Protections Report via the hamburger/application menu. When you click on the Report there, a regular tab makes sense.
Having different behaviors for the two scenarios is not ideal. But showing the report at the end of the tab bar is also not ideal.
Bryan, Eric - what do you think the best behavior is from a UX point of view? Thanks!

Here's my thinking:
When accessed via the application menu and what’s new panel - open in a 'regular tab'
When accessed via the privacy panel's “Show Full Report" open in a 'related tab'

This is already being implemented in bug 1555231, which was touching the relevant code anyway. In that light, marking this P1. We can close this once the other bug gets resolved.
