Why:
To be compliant with CCPA (California Consumer Privacy Act), we will surface the option for users to delete past telemetry when they opt out of data collection in about:preferences#privacy

What:
Update the string 
Send the deletion ping when a user unticks the checkout
Add a confirmation modal 

Scope:
Fast track the above work to land in en-US asap
Do L10N in later releases

Backend work will land in 72 and is tracked in this bug: https://bugzilla.mozilla.org/show_bug.cgi?id=1585410
Why:
We will let users know when they opt out of data collection in about:preferences#privacy, Firefox will also delete their data in 30 days.
