Reproducible: 100%

Steps to reproduce:
1. Open any page
    e.g, https://ftp.mozilla.org/pub/firefox/nightly/2019/12/2019-12-11-09-46-40-mozilla-
central/
2. Right click on a link and Choose "Save Link As"
3. Immediately after step 3, drag start a any link
4. After Filepicker opened, release mouse dragging

Actual Results:
Browser hangs.
The filepicker also doesn't respond.
Must kill browser process

Expected Results:
no hang. the dragsession may be canceled.
