When creating a new filter in 68.6.0 the *Perform these actions* section defaults to "Move Message to" and already has "Choose Folder..." selected by default.
If I press the down arrow key I can move down the list of accounts.
If I select "Choose Folder" with the mouse I can use the down arrow key to move down the list of accounts, but no folders are shown. I have to select an account in the list for the folders to appear. I think that's the way it always worked.

When creating a new filter in 76.0a1 the *Perform these actions* section defaults to "Move Message to" with nothing selected. 
I have to use the down arrow key to move that list down and back up to make "Choose Folder..." appear, or click on "Move Message to" with the mouse, then select it in the list to make "Choose Folder..." appear.

The only problem I see is "Choose Folder..." not being visible in the account creation dialog window until I select "Move Message to".

Reporter in your Step 7 are you saying you don't see the list of accounts, or expect the folders to appear when using the down arrow key? They do if you select an account and you can use the down arrow key to select folders.
