Saw this in old Edge after looking some user feedback.

Steps to reproduce:

1. Enter full screen (F11)
2. Press `F6`
3. Press `F6`

What happens:

Focus is moved to document, but user must press `Escape` to make toolbar disappear. 

Expected result:

Like old Edge; pressing `F6` should toggle the toolbar in full screen mode.
