Saw this in old Edge after looking at some user feedback.

Steps to reproduce:

  1. Enter full screen (F11)
  2. Press F6
  3. Press F6

What happens:

Focus is moved to document, but user must press Escape to make toolbar disappear.

Expected result:

Like old Edge; pressing F6 should toggle the toolbar in full screen mode.
