I drafted updates that we should make to the top two sections of the DevTools docs index in [this doc](https://docs.google.com/document/d/1Amby0IYXaOIhbjdL39a2bO0leEiPM2xuO7W7uxpXi9s/), with some comments.

Basically, it removes several pages that are now redundant with the [new Getting Started page]( index ), and renames the sections. It also adds back the "Reviews checklist" page which seems to be inaccessible in the tree docs.
