I drafted updates that we should make to the top two sections of the DevTools docs index in this doc, with some comments.

Basically, it removes several pages that are now redundant with the new Getting Started page, and renames the sections. It also adds back the "Reviews checklist" page which seems to be inaccessible in the tree docs.

Can you please fix the new Getting Started page link? It seems to be broken.
