I just thought of this after landing 1657790 -- the local shortcut rows should show their restriction characters as keywords instead of showing nothing at all. I haven't asked UX about this, but it seems like a no-brainer. I'll attach a screenshot of what it looks like. Note that the keywords still can't be edited.
