I just thought of this after landing bug 1657790 -- the local shortcut rows should show their restriction characters as keywords instead of showing nothing at all. I haven't asked UX about this, but it seems like a no-brainer. I'll attach a screenshot of what it looks like. Note that the keywords still can't be edited.

I can confirm this enhancement, I verified it on Windows 10 x64, Ubuntu 20.04 LTS and macOS 10.13 using Fx 86.0a1(2020-12-30) and Fx 85.0b4.
