When I have one download in-progress, starting another download opens the downloads panel again. Expected behavior: when a download is already in progress, starting another download should not open the download panel.

In Nightly with browser.download.improvements_to_download_panel flipped to true:

Current behavior—When I have one download in-progress, starting another download opens the downloads panel again. 
Expected behavior—When a download is already in progress, starting another download should not open the download panel.
