In Nightly with browser.download.improvements_to_download_panel flipped to true:

Current behavior—When I have one download in-progress, starting another download opens the downloads panel again.
Expected behavior—When a download is already in progress, starting another download should not open the download panel.

Would you be able to provide a screencast of this? I'm testing this out by beginning a new download (usually a bit larger in file size because sometimes it finishes quickly) then I trigger another download that's a bit smaller.

I just went back to repeat the same process you mentioned—the behavior is now correct, according to expected behavior. I don't know what has changed, as I have changed neither my settings nor the process...

I'm going to close this bug :-)
