I support this proposal as I recently was in the situation that I wanted to find a regression range for an issue that doesn't reproduce in an en-US build from Thunderbird. And since mozregression is able to bisect Firefox-l10n builds and localized Thunderbird builds exist it sounds possible to support this use case.
