Tab unloading does use the same session restore code as browser shutdown/startup.

@Mark, do you have an example URL where unloading a tab is not resulting in saved form data? That would help us debug what's happening here.

@Mark, do you have an example URL where unloading a tab is not resulting in saved form data? That would help us debug what's happening here. Using `about:unloads` would be an acceptable way to test this.
