You can easily drag splitter up and down.

However, I should add that in both of these versions the splitter does not become thicker when you hover over - you just get the chnage in cursor to double headed arrow. It would be helpful to see a thicker splitter when in position.

Updates obviously sorted this one so that you can hover over top edge of Message Pane to get a change in mouse pointer to double headed arrow, then left click  hold down and you can easily drag splitter up and down.

However, I should add that in both of these versions the splitter does not become thicker when you hover over - you just get the change in in mouse pointer to double headed arrow. It would be helpful to see a thicker splitter when in position. So I would not say it is completely fixed. 

There are many people who would benefit from seeing the splitter become much thicker when in correct position.

If you drag Message Pane to bottom, so it has closed, then hover over bottom edge you see a thicker blue splitter so you know position to grab, but as soon as you start to raise the Message Pane that thicker blue disappears.
Typically - drag Folder Pane to left to close. Hover over far left edge and you will get a thicker blue line which helps user to know they are in correct position and have located the splitter. But it also disappears if you want to move Folder Pane to left or right.
The splitters are not obvious when you hover over them.
