CFR has group set https://searchfox.org/mozilla-central/source/browser/components/newtab/lib/OnboardingMessageProvider.jsm#86 that can be used to remotely update the  message group "cfr" userPreferences to check for “recommended features” pref `browser.newtabpage.activity-stream.asrouter.userprefs.cfr.features`

This can be done off-train via Remote Settings
