Some other quality of life work to do:
- Update name of `toolkit.shopping.ohttpRelayURL`, etc prefs to be more general
- Add a vanity domain to the prod gateway
- Revisit `HPKEConfigManager` to reconcile how it's caching works with necko http cache

- Update name of `toolkit.shopping.ohttpRelayURL`, etc prefs to be more general
- Add a vanity domain to the prod gateway
- Revisit `HPKEConfigManager` to reconcile how it's caching works with necko http cache
- Cleanup `ObliviousHttp.ohttpRequest` to better align with `fetch` so that it more of a pluggable replacement in firefox-system-js code
