Steps to reproduce:

1. Navigate to https://youtube.com/
2. Scroll down with touchpad enough to overscroll 
3. Without lifting your fingers from the touchpad, press the PrtScr button on your keyboard to engage the GNOME screenshot tool
4. Lift fingers from touchpad
5. Press escape key to exit GNOME screenshot tool

Actual results:
Overscroll gutter is stuck

Expected results:
Overscroll gutter has gone away

2. Set `'apz.overscroll.enabled` to `true`
3. Navigate to https://youtube.com/
4. Scroll down with touchpad enough to overscroll 
5. Without lifting your fingers from the touchpad, press the PrtScr button on your keyboard to engage the GNOME screenshot tool
6. Lift fingers from touchpad
7. Press escape key to exit GNOME screenshot tool
