Steps to reproduce:
- Navigate to about:config
- Set
apz.overscroll.enabled
totrue
- Navigate to https://youtube.com/
- Scroll down with touchpad enough to overscroll
- Without lifting your fingers from the touchpad, press the PrtScr button on your keyboard to engage the GNOME screenshot tool
- Lift fingers from touchpad
- Press escape key to exit GNOME screenshot tool
Actual results:
Overscroll gutter is stuck
Expected results:
Overscroll gutter has gone away

Bug 1707570 is a similar one. I guess both bugs are triggered by interruption of a pan gesture.
